Arriba: Hacia un Gobierno Abierto de la Cultura. Mesa durante el Segundo Encuentro Nacional de Cultura en Lima (Agosto, 2012)

Hace algunos meses empezé a trabajar en la conceptualización de lo que denomino el Gobierno Abierto de la Cultura. Esta idea informa a la iniciativa Más Cultura (mascultura.pe) que empezó en Marzo de 2012. El Gobierno Abierto de la Cultura tendría que ver con la promoción de prácticas transparentes, participativas y colaborativas en la elaboración, implementación y evaluación de políticas culturales. Esto significa abordar suposiciones contemporáneas en torno a la naturaleza de la gestión y planificación cultural, así como retar aquellas ideas que sostienen a estos términos aparentemente “técnicos”.

Sin embargo, el punto más importante es que un Gobierno Abierto de la Cultura constituye una agenda cívica, lo cual implica no solo promover nuevas tecnologías para reducir la opacidad institucional, como estructuras de datos abiertos por ejemplo, sino también construir — de abajo hacia arriba — una política y ética de la “apertura” para marcos institucionales públicos y privados involucrados con el arte y la cultura. Más allá de esto, significa promover la participación de la sociedad civil en diferentes niveles de gobierno (local, regional y nacional), actuando a través de redes distribuídas de involucramiento ciudadano colectivo y autónomo, apoyadas por Tenologías de la Información y Comunicación (TICs) pero sin perder de vista la importancia de la acción analógica, más allá de cualquier activisimo digital que se impulse. Finalmente, significa sostener estas preocupaciones en la perspectiva de la cultura y del acceso a la información como derechos constitucionales y derechos humanos fundamentales.

Above: Towards an Open Government of Culture. Roundtable at the Second National Summit of Culture in Peru (August, 2012)

A few months ago I have started working on the conceptualization of what I am referring to as the Open Government of Culture (Gobierno Abierto de la Cultura). This idea has informed the Más Cultura Initiative (mascultura.pe), which begun last March, 2012. The Open Government of Culture has to do with promoting transparent, participative and collaborative practices in cultural policy making, implementation and evaluation.  This also means addressing the contemporary assumptions on the nature of cultural management and planning, as well as challenging many ideas that hold together these apparently straight-forward “technical” terms.

The most important point though, is that an Open Government of Culture constitutes a civic agenda, which implies not only advancing new technologies to reduce institutional opacity, like open data frameworks for example, but also constructing — from the bottom up — a politics and ethics of “openness” for (public and private) institutional frameworks involved with the arts and culture. Beyond this, it implies promoting the participation of civil society at different levels of government (local, regional and national), acting through distributed networks of collective and autonomous civic involvement, supported by Information and Communication Technologies, but not losing sight of the importance of analog action beyond whatever digital activism is advanced. Finally, it means grounding these preoccupations in the perspective of culture and access to information as human and constitutional rights.
